REAP QUALIFY QUESTIONAIRE

This form helps you determine potential eligibility for the USDA-REAP grant.

Is the entity applying as a small business or an agricultural producer?(Required)

Is the entity directly engaged in production of agricultural products where at least 50 percent of its gross income coming from agricultural operations?(Required)
INELIGIBLE – This project will not be eligible as an ag producer. If it is located in a rural area, it may be eligible as a small business.
Proof that 50% of gross income is from agricultural operations over the past 5 years may be required. Shown by comparing farm income on a Schedule F or Schedule C vs. the main return’s total income

INELIGIBLE – The small business must be located in a rural area to be eligible. If the entity is also an agricultural producer, it may be able to apply as such.

Does the entity have any outstanding delinquent federal taxes, debts, judgments or debarments?(Required)
LIKELY INELIGIBLE – Any outstanding issues should be rectified prior to applying for the grant.
Are 12 consecutive months of energy usage history available or can be obtained (12 complete energy bills from the utility)?*(Required)
LOSS OF POINTS/INELIGIBLE – For an energy replacement project, this will cause the project to lose points on the Grant review scoring system and may cause the project to be ineligible.
Has construction started on the project?(Required)
INELIGIBLE – USDA requires that the REAP application is complete prior to project construction begins.
Will the system be connected to a meter that is shared with a residential space?(Required)
NOTE: Nightly or weekend rentals (campground, hotels, cabins, etc.) with their own website and payment/scheduling platform are not considered residential. AirBNBs, apartments, worker housing are considered residential.
Do you think a follow-up assessment would likely show that >50% of the meter usage is benefitting the farm/business operation only?(Required)
LIKELY INELIGIBLE – The farm/business must use at least 50% of the energy to be eligible. The applicant will ultimately need to make an estimate of their residential annual usage and then subtract that amount from the actual annual meter usage to prove that the business is responsible for >50% of the meter’s usage total annual usage.

If the business is responsible for less than 50% of the total meter’s usage, the only path forward is to split the meter into two meters and have the energy system connected only to the business meter.

Is applicant willing to install a second meter in order to separate the home's usage from the farm/business's usage?(Required)
INELIGIBLE — If the business is responsible for less than 50% of the meter’s total usage and the applicant is not willing to install a second meter, there is no clear path to eligibility
Does the applicant company have any affiliates/parent company?(Required)
